CA region upgraded to v0.24.5

CA region (ca.onetimesecret.com) was upgraded to v0.24.5, the third region in the staggered rollout. About a 4-hour maintenance window, roughly half the time NZ took. v0.24.5 included a hardened migration pipeline based on what we learned from the UK and NZ cut-overs.
