UK region upgraded to v0.24.1

UK region (uk.onetimesecret.com) was the first region to receive v0.24, deployed on v0.24.1 the day after it was tagged. UK was chosen to go first because it was the newest region with the smallest data set and the lowest customer load. This deployment kicked off the staggered cross-region rollout.
