NZ region upgraded to v0.24.3

NZ region (nz.onetimesecret.com) was the second region to receive v0.24, picking up the V1 API and authentication fixes that had landed since the UK deployment. The maintenance window ran about 8 hours overnight, longer than we wanted. Subsequent rollouts (CA, US, EU) tightened the cut-over considerably as the process matured.
